This Preliminary Information communication provides information to the technician about vehicles that have an OnStar system that will not power up. Technician should turn off the ignition and cancel retained accessory power. After the vehicle has powered down, remove power to the OnStar module for five minutes. After the power has been removed for five minutes, if the OnStar system is working release the vehicle. If the OnStar system is still inoperative continue with published Service Information diagnostics. Technician may need to contact General Motors Technical Assistance Center depending on the STID, Station ID, or OnStar Customer Identifier.

Technician should be advised Windshield reduces UV rays down to 4% or less. Front side door glass reduces UV rays down to 35% or less. Windshields are SOLAR glass with a light transmittance of >/=70%. Front door glass are Solar glass with a light transmission of >/=70%. Rear door glass, quarter windows and back windows can use either Solar glass (>/=70%) or Privacy glass, which has a light transmittance of 20%.

This Preliminary Information communication provides information to the technician about vehicles that have a rattle or knock noise from the engine transmission area when starting the vehicle. Technician will need to verify that noise is not engine related by following "Engine Noise on Start-up, but only lasting a few seconds" diagnostic in Service Information. Technician should be advised that Engineering has identified that the starter motor is rotating the crankshaft at a speed that excites the dual mass flywheel springs and is the root cause of the noise.

The concern is present when coasting at low speeds of less than 15 miles per hour and then aggressively applying the throttle, or after making a hard stop followed by an aggressive throttle. This is considered normal operation of the vehicle the throttle is delayed and opened slowly up to .7 seconds to help minimize driveline lash and clunking or will have approximately .5 seconds of zero torque to allow the transmission to shift to first gear.

13125 - Customer Satisfaction Program - There may be an interference condition between the outside door handle and the door handle bracket assembly. This could cause the outside door handle to stick or bind in the open position when the door is opened from outside of the vehicle. If this occurs, the door may bounce back when attempting to close it. If the door does not latch, a warning chime will sound and a warning message in the instrument cluster will illuminate. Tapping on the outside door handle or closing the door with higher effort should free the door handle and allow it to latch. Dealers will inspect and modify the front and rear outside door handles.
