This is operating as designed. Torque Converter Clutch slip with condition present, with scan tool technician may monitor plus or minus about 10 rpm at the most, usually lower. This concern is present when the throttle reading 30% to 60%.

On higher mileage vehicles technicians are instructed to remove the transmission fluid pan and inspect for debris. If debris is found technicians should disassemble and inspect for root cause of the concern and repair the transmission as needed. If no debris is found technicians are advised to replace the valve body.
