This Preliminary information communicates the use of Winter grade fuel during the warm months of 2020 and the potential rivability issues that it can cause. The ongoing Coronavirus (COVID-19) pandemic has caused significant reductions in driving and fuel use. Due to the surplus of winter grade fuel sitting in storage (pipelines/stations) the EPA is waiving the fuel vapor requirement. This will extend the use of winter fuel into the summer months. The drivability concerns should not be single events but should be multiple occurrences associated with hot days.

This Preliminary Information communication provides information to the technician about vehicles that have an intermittent no crank, no start, or start stall concern with the security light coming on. Technician may find Diagnostic Trouble Codes B3055, B3060, and/or B3935. Technician should not replace any parts for this concern. If unable to duplicate the concern ask if the customer uses any Radio Frequency Identification Devices when the concern is present. This Preliminary information communicates A vehicle may have a concern of running poor and stalling. No trouble codes may be set referencing this condition. Fuel trims around -20% may be observed on both banks. Engine oil level will be found over full and have a fuel odor. It will be found that the Engine oil is diluted with fuel. Small gas engines (SGE) May only have the engine oil level over full and have a fuel odor. It will be found that the Engine oil is diluted with fuel. This concern is caused by marshalling the vehicle around the lot before it is sold and/or short driver cycles.

Technician will need to use Pico Oscilloscope Diagnostic Kit to effectively diagnosis vehicles. Technician should drive the vehicle will using the Pico Oscilloscope to record data. After the data is recorded it should be reviewed to determine the root cause of the concern. If a repair attempt made the concern better but not eliminated or had no affect at all, and are requesting assistance from General Motors Technical Assistance Center record another Pico file and save it to the computer. If this condition occurs, the engine could run rough, hesitate or stall at idle speeds. Additionally, the Malfunction Indicator Light (Check Engine Light) would illuminate and a diagnostic trouble code would be set. This special coverage covers the condition described above for a period of 10 years or 150,000 miles (240,000 km) for Acadia, Cascada, Enclave, Traverse, vehicles or 10 years or 120,000 miles (193,000 km) for Caprice, Cruze, Encore, Impala, LaCrosse, Sonic and Trax vehicles, whichever occurs first, from the date the vehicle was originally placed in service, regardless of ownership. Dealers are to replace the evaporative emissions purge valve as necessary. The repairs will be made at no charge to the customer.

During service, certain vehicles equipped with OnStar (RPO UE1), may have received an incorrect and partially programmed/configured replacement OnStar module. This condition will disable certain OnStar features, including Remote Access (remote start, door lock/unlock, etc.), Connected Access (vehicle diagnostics, dealer maintenance notification, etc.), and Unlimited Access (Turn-by-Turn Navigation). The OnStar Safety & Security Plan (Automatic Crash Response and Stolen Vehicle Assistance) is functional. Dealers are to replace the OnStar module, program, confirm and register the new module correctly by pushing the blue button for confirmation with an OnStar advisor.

This Preliminary information communicates that when a customer or technician attempts to add a new transmitter to a vehicle following the adding transmitters without Service Programming System procedure the procedure will not complete and a message "Remote Learn Pending" will be displayed on the Driver Information Center. In the past to perform the new transmitter procedure only one previously learned transmitter was required but this is no longer the case. Now, two previously learned transmitters are required to be placed into the cup holder and then the new transmitter to be programmed placed in the transmitter pocket. If this new procedure is not followed, the "adding transmitters without Service Programming System" cannot be performed. The technician will be forced to add a transmitter using Service Programming System.
